One ordered text frame removed from the session’s bounded outbound queue.

The host sends Self::frame through its platform WebSocket. Only after that write completes successfully may it pass Self::delivery_event_ids to RelaySession::confirm_sent. An empty ID list means the frame carries no authored delivery intent.
