An explicit, validated NIP-01 event body waiting for a signature.

Drafts deliberately require a caller-supplied timestamp. Hidden wall-clock reads make protocol fixtures flaky and are not suitable for privacy-aware wrapper timestamps. Tags retain their exact raw arrays and order.
