Rust owns the socket worker, WebPKI-verified TLS, authentication, retry, delivery, synchronization, and deterministic shutdown. Android supplies validated-network hints and account lifecycle. Calling this repeatedly returns the active owner; starting it while the low-level transport already has a low-level run fails closed.
